The flaw in planning

The bicycle lane along Swanston street is a joke. It is situated between the pedestrian strip and tram way like an after thought. Tram stops very frequently. Bicycles don't want to stop but have to every time the tram stops if they are behind it.
So to avoid this, cyclists try to pedal faster than tram or at least not behind them when the tram stops.
Pedestrian here like to walk like is their father's road and often trespass on the bicycle lane which shits the cyclists trying to out paced the tram.
At the same time pedestrian gets upset when cyclist doesn't stop when the tram does often creating quite a hazardous situation for people trying to get across the bicycle lane to board the tram or commuters alighting from it.
I have a solution.

Move the bicycle lane to next street-Russell St. Seriously it is making the whole world miserable. There are only annoying traffic lights there. No trams and FOMO commuters. Everyone happy.
 To many cooks spoil the broth.
